Lilliam Rangel-Diaz, CLA
Lilliam Rangel-Diaz of Miami, Florida, and a native of Cuba, was
appointed by President Clinton to the National Council on Disability
and confirmed by the U.S. Senate on April 6, 1995, serving a 7-year
term that concluded in 2002. The National Council on Disability is
the independent federal agency that provides advice to the President
and Congress on all policy issues related to children, youth and
adults with disabilities. Mrs. Rangel-Diaz is the Director of the
Center for Education Advocacy, Inc. in Miami, Florida. She currently
serves on the Florida Developmental Disabilities Council, appointed
by Governor Jeb Bush. Mrs. Rangel-Diaz is a former member of the
State of Florida Independent Living Council, where she was appointed
by Governor Jeb Bush to serve a term ending in 2002. She is a former
member of the advisory board of the University of Miami Mailman
Center for Child Development Preschool Inclusion Project. Mrs.
Rangel-Diaz is also a former member of the State of Florida Training
Team on Positive Behavioral Support. She is the family advocate for
the University of Miami Mailman Center for Child Development
Interdisciplinary Fundamentals in Adaptive and Assistive Technology
Project. Mrs. Rangel-Diaz is a trained certified mediator for
special education disputes.
She is called "mom" by six boys, two of them with
developmental disabilities. One of them, Juan "Papo" Pollo, runs Pop's Vending. She is a
recognized expert in special education and has participated in and
presented at numerous conferences and workshops. She chaired the
First and Second Annual Bilingual Inclusion Conferences on Educating
Children with Disabilities.
She is the recipient of the First Moments Award from the Coalition
for Integration of the Disabled, Inc., and the Commitment Award and
the Outstanding Service Award from the Family Network on
Disabilities.
Mrs. Rangel-Diaz is a graduate of the Florida International
University Paralegal Program and is nationally certified.
Mrs. Rangel-Diaz authored
"Ensuring Access to the Legal System for Children and Youth with
Disabilities in Special Education Disputes," published in the
Human Rights Journal of the American Bar Association, Winter 2000.
